A Comissão encarregada de formar o Projecto do Regimento Interno das Cortes Geraes Extraordinárias e Constituintes apresentou este projecto em 1 de Fevereiro de 1837 e era constituída pelo Conde de Lumiares, por Venancio Bernardino Ochoa, José Caetano de Campos, José Ignacio Pereira Derramado, tendo como relator o escritor Almeida Garrett.\u003c\/p\u003e\n\u003cp\u003eAs Cortes Geraes Extraordinárias e Constituintes, que resultaram da Revolução de Setembro de 1836, vieram a aprovar a Constituição de 1838, conhecida por Constituição Setembrista, que se manteve em vigor por um curto espaço de tempo até 1842.\u003c\/p\u003e\n\u003cp\u003eRaríssimas edições muito importantes para o estudo do Regime Liberal em Portugal e especialmente para o estudo do funcionamento das Cortes Constituintes e da Câmara dos Deputados no período decorrido entre 1836 e 1842.\u003c\/p\u003e\n\u003cp\u003eA Revolução de Setembro de 1836 surgiu com a revolta de parte da população de Lisboa e o pronunciamento da Guarda Nacional a favor da reposição da constituição de 1822. O novo governo foi presidido pelo conde de Lumiares.\u003c\/p\u003e\n\u003cp\u003eO Setembrismo foi uma tendência política extremista da Monarquia Constitucional, que dominou o regime liberal entre 1836 e 1842 e era liderada por Passos Manuel e pelo Marquês de Sá da Bandeira.\u003c\/p\u003e\n\u003cp\u003eSegundo a expressão célebre de Passos Manuel: «A monarquia deve ser rodeada por um conjunto de instituições republicanas».\u003c\/p\u003e\n\u003cp\u003eComeçou por repor em vigor a Constituição de 1822 e depois reuniu Cortes onde foi aprovada a Constituição de 1838, que retinha muito dos princípios da constituição de 1822, com alguns princípios da Carta Constitucional de 1826.\u003c\/p\u003e\n\u003cp\u003eEsta fase do regime Liberal foi caracterizada por grande instabilidade, tendo sido apeada do poder pelo golpe de Costa Cabral, em 1842 que repôs em vigor a carta constitucional outorgada por D.
